DALLAS INS DIRECTOR RETIRES
The District Director of the INS in Dallas is retiring because at 57, he has reached the mandatory retirement age. William Harrington has 35 years of experience with the INS, over which time he has seen enormous changes in both the agency and the nation’s attitude toward immigration. For the past three years Harrington has been at the Dallas office. Before that, he worked with the Border Patrol.
Dallas area immigration attorney Steve Ladik, who is the president-elect of the American Immigration Lawyers Association, says that he is sorry to see Harrington leave. Ladik has urged the INS to not enforce the mandatory retirement provision, in large part because Harrington was such a fair and capable administrator. Other immigration attorneys and advocates echo Ladik, saying that Harrington is responsible for increased communication between the INS, attorneys and groups that represent low-income immigrants.
Harrington will be replaced by Anne M. Estrada, currently deputy director of the INS office in El Paso.
