US REPORT CRITICIZES CANADIAN IMMIGRATION RULES FOR HELPING SPREAD OF INTERNATIONAL CRIMINAL GANGS
A new report on international crime commissioned by President Clinton singles out Canadian immigration policies for making it easier for international criminal gangs to conduct illegal activity in the US. The International Crime Threat Assessment was prepared by representatives of the CIA, FBI, the Secret Service, the Customs Service, the National Security Council, the Financial Crimes Enforcement Network and the National Drug Intelligence Center. The criminal activities identified include drug trafficking, software piracy and immigrant smuggling.
According to the report, many ethnic Chinese criminal groups take advantage of Canada’s immigrant investor program to obtain landed immigrant status in Canada, which makes it easier for them to conduct business in the US. It concludes that these gangs, along with other international criminal organizations, represent a growing threat to democratic government and free markets.
