LEGISLATIVE UPDATE
H.R. 3918, introduced by Rep. Harold Rogers (R-KY), would replace the INS with a Bureau of Immigration Services and a Bureau of Immigration Enforcement.  Both new agencies would be divisions of the Justice Department.  More information about the bill will be available next week. 
H.R. 3983, introduced by Rep. David Dreier (R-CA), would raise the annual H-1B cap to 200,000 for the next three years.  This bill is discussed in more detail later in the bulletin.
