If a person is coming to U.S. for the first time, must he travel to U.S. within a certain period of time after his passport has been stamped?

The person can enter anytime as long as the visa stamp is valid. You don't mention the visa type, but almost any visa is valid for entry until the expiration date on visa stamp, unless the sponsoring entity cancels or withdraws the underlying petition.

Can I have two different companies process two H-1B visas at the same time?  If I can, will it create any complications?

Under immigration law, it is possible for two or more companies to process H-1B visas for the same person at the same time.  However, you should make sure that doing so is not in bad faith or a violation of any applicable employment contracts with either of the employers.

I am an F-1 visa holder.  What does the "D/S" notation on my visa stamp mean?

All F-1 students are admitted to the U.S. for "Duration of Status" (D/S). "Duration of Status" is defined as the period during which the student is pursuing a full course of study in any educational program, and any periods of authorized practical training, plus 60 days within which to depart from the U.S., re-enroll in another program, or apply for a change of status.
