The Border Patrol recently issued new guidelines aimed at curbing the activities of humanitarian groups assisting undocumented border crossers. Under the new rules, transporting an undocumented migrant, even to the authorities or to a hospital is the migrant is in need of medical care, will be considered illegal, and may be prosecuted. Earlier this year, a number of humanitarian organizations came under fire for assisting migrants, but none were actually prosecuted.

This week the INS and State Department withdrew publication of a regulation that would have revoked the visa waiver for landed immigrants of Canada. The rule had been set to be published on November 1, 2002, but publication will be postponed so that the agencies can fully respond to all comments received.
