AKI News reports that Italy and Libya have agreed to a joint effort to discourage the flow of illegal immigrants. The week before this agreement, Libya had refused a proposal by EU Justice and Security of a European patrol of Libyan territorial waters. Libya has criticized the EU, alleging that Libya was considered a jump-off point for illegal immigrants, yet refused to offer help to patrol the territorial waters. This joint accord has concerned some, including Human Rights Watch, a US group that accuses Italy and Libya of forcibly removing thousands of immigrant hopefuls. Their study revealed that Libya repatriated nearly 145,000 foreigners between 2003 and 2005 to bordering countries. Italy also allegedly had removed over 2,800 African refugees within the same time frame.
