Dear Readers:
As I write this, we are immersed in the biggest immigration reform debate in many years. Much of it is centered around Senate Bill 744, an 800+ page piece of legislation that dramatically changes just about every aspect of the immigration system. I took four days away from the office last month to prepare a section by section summary which is available to download at http://www.docstoc.com/docs/153838650/Section-by-Section-Summary-of-S-744---the-Senate-immigration-bill---all-sections. I've also summarized amendments from the first two days of markup in the Senate Judiciary Committee at http://www.docstoc.com/docs/156768753/amendment-summary.
Many people ask me whether I'm optimistic or not regarding the bill's passage. And despite obstacles that are clearly in the way, I am still very hopeful we'll see a bill. The votes are there in the Senate and there are signs that while the House will be tougher, a deal is possible over there. And a lot of people just want the bill to pass so they can move on to other issues. The bill will probably change in important ways as it moves along. And I'll be tracking those changes closely. This is a list put together under the joint sponsorship of the International Bar Association and the American Bar Association's International Section.
