HOUSE GETS THE BALL ROLLING
Luis Gutierrez (D-IL) and Jeff Flake (R-AZ) introduced the STRIVE Act this morning which is the House's big comprehensive reform bill for the year. The bill contains a few new things (though we're waiting on the full text and have only received a summary) such as triggers and touchbacks. The anti-amnesty folks have wanted triggers that would prevent legalization measures from kicking in until the bill's enforcement provisions kick in. The touchback provision was also demanded and will require legalization applicants to leave the US, trade documents and then make a clean entry. Most of the rest of the bill looks like it is coming from last year's Senate bill, but we'll hold off on getting specific until we see the actual language.

HOUSE CIR BILL COMING THURSDAY
Representatives Luis Gutierrez (D-IL) and Jeff Flake (R-AZ) will introduce their comprehensive immigration reform bill this Thursday in the US House of Representatives. The bills is to be called The STRIVE ACTof 2007 (Security Through Regularized Immigration and a Vibrant Economy Act of 2007). I'll be preparing my section by section summary as soon as I get the text.

IMMIGRATION REFORM UPDATE
The deal that was supposed to result in a Senate bill being introduced this past week has been delayed again. Now it appears that the Senate is giving up on hammering out a new bill and will reintroduce S.2611, the immigration reform bill that passed last year. The House of Representatives is working on its own bill and could very well introduce a bill before the Senate. While many are saying that an immigration bill is still far off, other news came to light this week indicating that Republicans are starting to unify in support of the President and backing a set of principles on immigration reform that might allow a bill to move. The President has also reiterated in recent days that he wants an immigration bill passed soon. Finally, Senator Patrick Leahy, the Democratic Chair of the Judiciary Committee has stated that he expects the President to indicate his support for a potential Senate bill before the bill is introduced.Labels: T

MCCAIN PROMOTES IMMIGRATION REFORM BILL
Reports that John McCain has effectively walked away from a comprehensive immigration reform bill don't seem consistent with remarks McCain made to Iowa Republicans this past week. McCain again endorsed plans to put the nation's millions of undocumented immigrants on a path to citizenship.
The Des Moines Register reports that McCain will emphasize the border security aspects of the bill:
McCain said one reason legislation he co-sponsored with Massachusetts Sen. Edward Kennedy failed last year was that too much of the debate focused on the provision to allow undocumented immigrants to attain citizenship through a series of steps, including learning English, passing a background check, and paying a fine and back taxes.
"One of the mistakes we made last time was not emphasizing border security as much as we should have," McCain told reporters aboard the bus between Des Moines and Ames.

COMPREHENSIVE IMMIGRATION REFORM BILL LIKELY TO BE INTRODUCED THIS WEEK
Insiders on Capitol Hill are expecting the Senate to introduce its immigration reform bill this week. The bill is expected to largely resemble the bill passed in the Senate last year except that the differentiation between undocumented immigrants based on length of time is likely to be removed, some sort of "touch back" system where applicants for legalization must depart the country first and some kind of interim temporary status for immigrants to work legally before legalization in order to give time for enforcement provisions to take effect will all be included.
Tbe House is likely to follow with a similar bill within a few days of the Senate.
The Christian Science Monitor has a good analysis of the state of the legislation.

REID EXPRESSES EXPRESS OPTIMISM ON PASSAGE OF COMPREHENSIVE IMMIGRATION BILL
Senator Harry Reid, the Democrat's majority leader, pledged that Congress will pass comprehensive immigration reform legislation this year. Reid noted that the bill will be voted on before the August recess and hopefully, significantly earlier than that. Reid noted that they need 60 votes to avoid a filibuster and that they think they'll have the votes, but hard work is needed.
Reid's remarks were made at a New Democratic Network event also attended by key Democrats Ted Kennedy, Luis Gutierrez and Zoe Lofgren.

CITIZENSHIP PROMOTION ACT OF 2005 WOULD FREEZE USCIS FILING FEES
Senator Barack Obama (D-IL) and Representative Luis Gutierrez (D-IL) have introduced the Citizenship Promotion Act that would make significant changes to the naturalization process. The bill would
- cut USCIS off from its proposed fee increase to $675 and allow Congress to authorize money to make up the gaps between USCIS costs and the amount of money raised by fees.
- require naturalization exams to be administered uniformly around the country
- mandate a 90 day or less turnaround on security checks
- provide $80 million to support initiatives to encourage citizenship
Other co-sponsors include U.S. Senators Robert Menendez (D-NJ), Ken Salazar (D-CO), and Jeff Bingaman (D-NM); and U.S. Reps. Neil Abercrombie (D-HI), Raul Grijalva (D-AZ), Mike Honda (D- CA), Ed Pastor (D-AZ), Janice Schakowsky (D-IL), and Hilda Solis (D-CA).

DREAM ACT INTRODUCED IN SENATE
Senator Richard Durbin (D-IL) joined colleagues from both sides of the aisle in re-introducing the DREAM Act in the Senate. Howard Berman (D-CA)introduced the bill in the House just a few days ago.
The bill is formally titled the Development, Relief, and Education for Alien Minors (DREAM) Act of 2007 and is Senate Bill 774. The legislation would make good students eligible for a six-year conditional resident status and then the students could apply for an unconditional green card if they go to college for two years or serve two years in the military.
Durbin was joined in sponsorship by Chuck Hagel (R-NE), Richard Lugar (R-IN), Edward Kennedy (D-MA), Patrick Leahy (D-VT), Russ Feingold (D-WI), Barack Obama (D-IL), Joseph Lieberman (I-CT), Larry Craig (R-ID), Mike Crapo (R-ID), and John McCain (R-AZ).

IMPERICAL PROOF AMERICANS WON'T FILL JOBS WHEN IMMGRANTS LEAVE
This is a fairly astounding story. Crackdowns on illegal immigration in Colorado have led to a dramatic drop in the number of immigrants in that state. The NY Times reports that employers have resorted to recruiting prisoners to fill the caps.

NEW POLITICAL ACTION COMMITTEE IS RAISING MONEY FOR PRO-IMMIGRANT CANDIDATES
Immigrants' List is a new political action committee that is raising money for candidates supporting immigration and immigrants. According to the group's web site:
Immigrants’ List is dedicated to preserving and promoting the historic benefits immigrants of all backgrounds have bestowed upon the United States through their risk-taking enterprising spirit, their commitment to hard work and their families, their cultural diversity, as well as their quest for freedom—a quest that has defined our nation since the arrival of America’s first immigrants.
To achieve these goals, Immigrants’ List—the nation’s only pro-immigration PAC—will support politicians and political campaigns, regardless of party, that support due process, more visa numbers, judicial review, and other legislation favorable to immigrants and their U.S.-citizen families and employers. We will work to oppose candidates and political incumbents who use fear, disinformation, and manipulation to divide citizens from immigrants and to deprive immigrants of basic civil and political rights.

VISA WAIVER AMENDMENT ADDED TO 9-11 COMMISSION BILL
The Senate has agreed to add an amendment to S.4, the 9-11 recommendations bill, that would ease requirements to participate in the Visa Waiver program for countries that are US allies in counterterrorism initiatives. The original language in the bill would have allowed the President more flexibility to add countries, but Senator Feinstein (D-CA) successfully introduced language that would limit discretion to countries with less than a 10% visitor visa refusal rate or a "maximum visa overstay rate" to be determined after the Secretary of Homeland Security can certify that an airport exit tracking system is 97% functional. The measure would pave the way for Argentina, Cyprus, the Czech Republic, Estonia, Greece, Israel, South Korea, Malta and Taiwan to be added to the 26 countries currently on the list. Other countries could be added later under the new rules once a maximum overstay rate goes in to effect.
The bill is likely to pass handily in the Senate. The House would need to pass its 9-11 bill and then, if the House bill doesn't include the Feinstein language, the two houses would need to reconcile the language in conference.

DREAM ACT INTRODUCED IN HOUSE
Howard Berman (D-CA), Lucille Roybal-Allard (D-CA) and Lincoln Diaz-Ballart (R-FL) announced today the introduction of the DREAM Act in the House of Representatives. The bill would put undocumented young people who came to the US as children on a path to citizenship if they can demonstrate success in high school and pursuit of military service or a college education. The bill has failed in each of the last several years, despite bipartisan support. Supporters are hoping that the change in parties in Congress will make the difference this year.

REID EXPRESSES EXPRESS OPTIMISM ON PASSAGE OF COMPREHENSIVE IMMIGRATION BILL
Senator Harry Reid, the Democrat's majority leader, pledged that Congress will pass comprehensive immigration reform legislation this year. Reid noted that the bill will be voted on before the August recess and hopefully, significantly earlier than that. Reid noted that they need 60 votes to avoid a filibuster and that they think they'll have the votes, but hard work is needed.
Reid's remarks were made at a New Democratic Network event also attended by key Democrats Ted Kennedy, Luis Gutierrez and Zoe Lofgren.

CITIZENSHIP PROMOTION ACT OF 2005 WOULD FREEZE USCIS FILING FEES
Senator Barack Obama (D-IL) and Representative Luis Gutierrez (D-IL) have introduced the Citizenship Promotion Act that would make significant changes to the naturalization process. The bill would
- cut USCIS off from its proposed fee increase to $675 and allow Congress to authorize money to make up the gaps between USCIS costs and the amount of money raised by fees.
- require naturalization exams to be administered uniformly around the country
- mandate a 90 day or less turnaround on security checks
- provide $80 million to support initiatives to encourage citizenship
Other co-sponsors include U.S. Senators Robert Menendez (D-NJ), Ken Salazar (D-CO), and Jeff Bingaman (D-NM); and U.S. Reps. Neil Abercrombie (D-HI), Raul Grijalva (D-AZ), Mike Honda (D- CA), Ed Pastor (D-AZ), Janice Schakowsky (D-IL), and Hilda Solis (D-CA).

DREAM ACT INTRODUCED IN SENATE
Senator Richard Durbin (D-IL) joined colleagues from both sides of the aisle in re-introducing the DREAM Act in the Senate. Howard Berman (D-CA)introduced the bill in the House just a few days ago.
The bill is formally titled the Development, Relief, and Education for Alien Minors (DREAM) Act of 2007 and is Senate Bill 774. The legislation would make good students eligible for a six-year conditional resident status and then the students could apply for an unconditional green card if they go to college for two years or serve two years in the military.
Durbin was joined in sponsorship by Chuck Hagel (R-NE), Richard Lugar (R-IN), Edward Kennedy (D-MA), Patrick Leahy (D-VT), Russ Feingold (D-WI), Barack Obama (D-IL), Joseph Lieberman (I-CT), Larry Craig (R-ID), Mike Crapo (R-ID), and John McCain (R-AZ).

IMPERICAL PROOF AMERICANS WON'T FILL JOBS WHEN IMMGRANTS LEAVE
This is a fairly astounding story. Crackdowns on illegal immigration in Colorado have led to a dramatic drop in the number of immigrants in that state. The NY Times reports that employers have resorted to recruiting prisoners to fill the caps.

NEW POLITICAL ACTION COMMITTEE IS RAISING MONEY FOR PRO-IMMIGRANT CANDIDATES
Immigrants' List is a new political action committee that is raising money for candidates supporting immigration and immigrants. According to the group's web site:

VISA WAIVER AMENDMENT ADDED TO 9-11 COMMISSION BILL
The Senate has agreed to add an amendment to S.4, the 9-11 recommendations bill, that would ease requirements to participate in the Visa Waiver program for countries that are US allies in counterterrorism initiatives. The original language in the bill would have allowed the President more flexibility to add countries, but Senator Feinstein (D-CA) successfully introduced language that would limit discretion to countries with less than a 10% visitor visa refusal rate or a "maximum visa overstay rate" to be determined after the Secretary of Homeland Security can certify that an airport exit tracking system is 97% functional. The measure would pave the way for Argentina, Cyprus, the Czech Republic, Estonia, Greece, Israel, South Korea, Malta and Taiwan to be added to the 26 countries currently on the list. Other countries could be added later under the new rules once a maximum overstay rate goes in to effect.
The bill is likely to pass handily in the Senate. The House would need to pass its 9-11 bill and then, if the House bill doesn't include the Feinstein language, the two houses would need to reconcile the language in conference.

The bill would put undocumented young people who came to the US as children on a path to citizenship if they can demonstrate success in high school and pursuit of military service or a college education. The bill has failed in each of the last several years, despite bipartisan support. Supporters are hoping that the change in parties in Congress will make the difference this year.

The deal that was supposed to result in a Senate bill being introduced this past week has been delayed again. Now it appears that the Senate is giving up on hammering out a new bill and will reintroduce S.2611, the immigration reform bill that passed last year. The House of Representatives is working on its own bill and could very well introduce a bill before the Senate. While many are saying that an immigration bill is still far off, other news came to light this week indicating that Republicans are starting to unify in support of the President and backing a set of principles on immigration reform that might allow a bill to move. The President has also reiterated in recent days that he wants an immigration bill passed soon. Finally, Senator Patrick Leahy, the Democratic Chair of the Judiciary Committee has stated that he expects the President to indicate his support for a potential Senate bill before the bill is introduced.

MCCAIN PROMOTES IMMIGRATION REFORM BILL
Reports that John McCain has effectively walked away from a comprehensive immigration reform bill don't seem consistent with remarks McCain made to Iowa Republicans this past week. McCain again endorsed plans to put the nation's millions of undocumented immigrants on a path to citizenship.
The Des Moines Register reports that McCain will emphasize the border security aspects of the bill:
McCain said one reason legislation he co-sponsored with Massachusetts Sen. Edward Kennedy failed last year was that too much of the debate focused on the provision to allow undocumented immigrants to attain citizenship through a series of steps, including learning English, passing a background check, and paying a fine and back taxes.
"One of the mistakes we made last time was not emphasizing border security as much as we should have," McCain told reporters aboard the bus between Des Moines and Ames.

COMPREHENSIVE IMMIGRATION REFORM BILL LIKELY TO BE INTRODUCED THIS WEEK
Insiders on Capitol Hill are expecting the Senate to introduce its immigration reform bill this week. The bill is expected to largely resemble the bill passed in the Senate last year except that the differentiation between undocumented immigrants based on length of time is likely to be removed, some sort of "touch back" system where applicants for legalization must depart the country first and some kind of interim temporary status for immigrants to work legally before legalization in order to give time for enforcement provisions to take effect will all be included.
Tbe House is likely to follow with a similar bill within a few days of the Senate.
The Christian Science Monitor has a good analysis of the state of the legislation.

IMPERICAL PROOF AMERICANS WON'T FILL JOBS WHEN IMMGRANTS LEAVE
This is a fairly astounding story. Crackdowns on illegal immigration in Colorado have led to a dramatic drop in the number of immigrants in that state. The NY Times reports that employers have resorted to recruiting prisoners to fill the caps.

NEW POLITICAL ACTION COMMITTEE IS RAISING MONEY FOR PRO-IMMIGRANT CANDIDATES
Immigrants' List is a new political action committee that is raising money for candidates supporting immigration and immigrants. According to the group's web site:
Immigrants’ List is dedicated to preserving and promoting the historic benefits immigrants of all backgrounds have bestowed upon the United States through their risk-taking enterprising spirit, their commitment to hard work and their families, their cultural diversity, as well as their quest for freedom—a quest that has defined our nation since the arrival of America’s first immigrants.
To achieve these goals, Immigrants’ List—the nation’s only pro-immigration PAC—will support politicians and political campaigns, regardless of party, that support due process, more visa numbers, judicial review, and other legislation favorable to immigrants and their U.S.-citizen families and employers. We will work to oppose candidates and political incumbents who use fear, disinformation, and manipulation to divide citizens from immigrants and to deprive immigrants of basic civil and political rights.

VISA WAIVER AMENDMENT ADDED TO 9-11 COMMISSION BILL
The Senate has agreed to add an amendment to S.4, the 9-11 recommendations bill, that would ease requirements to participate in the Visa Waiver program for countries that are US allies in counterterrorism initiatives. The original language in the bill would have allowed the President more flexibility to add countries, but Senator Feinstein (D-CA) successfully introduced language that would limit discretion to countries with less than a 10% visitor visa refusal rate or a "maximum visa overstay rate" to be determined after the Secretary of Homeland Security can certify that an airport exit tracking system is 97% functional. The measure would pave the way for Argentina, Cyprus, the Czech Republic, Estonia, Greece, Israel, South Korea, Malta and Taiwan to be added to the 26 countries currently on the list. Other countries could be added later under the new rules once a maximum overstay rate goes in to effect.
The bill is likely to pass handily in the Senate. The House would need to pass its 9-11 bill and then, if the House bill doesn't include the Feinstein language, the two houses would need to reconcile the language in conference.

Howard Berman (D-CA), Lucille Roybal-Allard (D-CA) and Lincoln Diaz-Ballart (R-FL) announced today the introduction of the DREAM Act in the House of Representatives. The bill would put undocumented young people who came to the US as children on a path to citizenship if they can demonstrate success in high school and pursuit of military service or a college education. The bill has failed in each of the last several years, despite bipartisan support. Supporters are hoping that the change in parties in Congress will make the difference this year.

The bill is formally titled the Development, Relief, and Education for Alien Minors (DREAM) Act of 2007 and is Senate Bill 774. The legislation would make good students eligible for a six-year conditional resident status and then the students could apply for an unconditional green card if they go to college for two years or serve two years in the military.
