INS ANNOUNCES DELAY IN IMPLEMENTING FINGERPRINT CERTIFICATION RULES Last June, the Immigration and Naturalization Service announced a final rule certifying "Designated Fingerprint Services" firms for the taking of fingerprints of immigrant visa applicants. The deadline to submit applications to become certified as a DFS was November 1, 1996.
