NEW INS POLICY AFFECTS PRACTICAL TRAINING FOR CERTAIN STUDENTS NAFSA - The Association of International Educators reports that the INS' Nebraska Service Center is denying applications for optional practical training in cases where a full-time student changes from one visa to an F-1 visa but has not been an F-1 visa holder for a full nine months. For example, someone in H-4 status may be studying full-time and then change to F-1 status. Even though the applicant may have been a student at an institution for well over nine months, INS will still deny them OPT since the student has not been an F-1 for over nine months. This is a reversal of a policy instituted by the INS in 1990 which stated that nine months as a full-time student was the key to eligibility not nine months in F-1 status.
