USIA CLARIFIES APPLICABILITY OF NEW SKILLS LIST The United States Information Agency has issued a memorandum clarifying how to determine which skills list applies to applicants who have or will enter the US on J-1 visas. The issue is important because if it is determined that a J-1 visa holder is subject to the skills list, he or she is subject to a two year home residency requirement. The applicable skills list will be the skills list in effect at the time a person entered the US. For those who entered prior to July 12, 1984, the 1972 Skills List applies. For those who entered between July 12, 1984 and before March 17, 1997, the 1984 Skills List applies. And for those who entered on or after March 17, 1997, the new 1997 Skills List applies.
