CLINTON ADMINISTRATION PROPOSES TEXAS BORDER CHIEF
US drug czar Barry McCaffrey has proposed the creation of a new southwest region czar to deal with problems of illegal drugs and immigrants. The purpose is to unite scattered agencies and authorities under the control and leadership of one person.
As with McCaffery's own position, the southwest border czar would not have any direct authority, but rather only persuasive authority. However, as McCaffery has proven, real authority is not necessary to sway the minds of those who control the way money is spent. McCaffery was the driving force behind a five-year, $2 billion anti-drug media campaign.
Coordinating police type authorities at the border will allow more efficient use to be made of the increasing official resources in the area, as well as reduce complaints cause by the overlap in services performed by so many different agencies.
As of yet no firm plan has been developed, but McCaffery hopes to elicit support by making speeches throughout the southwest region over the summer, and plans to have a proposal to submit to the President this fall.
