NEW STATE DEPARTMENT MEMORANDA DISCUSSES GREEN CARD LOTTERY PROCESSING ISSUES
The National Visa Center has begun processing the applications for DV-99 green card lottery winners. One important change from the previous year is the treatment of missing information on spouses and children. Previously, applicants were given leeway if they failed to provide some information, because it was felt the instructions did not make clear which information was required. For 1999 the instructions have been edited and now make clear what information is required, so the same leeway will no longer be given. This is expected to cut down on the amount of family relations fraud.
The new rule is expected to result in several thousand additional applicants being disqualified, and to ensure that all 50,000 available visas will be issued, 10,000 additional entries were selected in future lotteries.
Another change is the use of a new type of paper on which the notification letter is printed. This paper is designed to include security features such as fluorescence and discoloration if attempts are made to erase information.
