NEW VENEZUELAN LEADER BARRED FROM ENTERING THE U.S.
Venezuelan President-elect Hugo Chavez is on the "terrorist watch list" maintained by the INS. This list includes persons who have participated in "any activity which is unlawful under the laws of the place where it is committed."
Chavez made an unsuccessful coup attempt in 1992, and served two years in prison before he was pardoned. Chavez' 1996 attempt to obtain a visa to the U.S. was denied in 1996 on the basis of his alleged "terrorist" activities relating to the coup attempt.
Typically, leaders of foreign nations receive a diplomatic visa to enter the U.S. The State Department said it was prepared to take whatever steps were necessary should Chavez request a visa, but the next day said only that Chavez' record indicated "ineligibility."
Chavez is expected to apply for a visa before his inauguration on February 2, 1999.
