INS ANNOUNCES PILOT TEST AT PORTS-OF-ENTRY
On July 1, 1998, 20 ports-of-entry instituted an INS pilot program designed to measure the effectiveness of the INS' attempts to block illegal immigrants from entering the US. The pilot program began in ten airports and ten land ports. The airports include: New York NY, Miami FL, Los Angeles CA, Dallas TX, Washington-Dulles VA, Detroit MI, San Juan PR, Seattle WA, Phoenix AZ, St. Louis MO. The land ports include San Ysidro CA, El Paso TX, Detroit MI, Brownsville TX, San Luis AZ, Del Rio TX, Pacific Highway WA, Progreso TX, Calais ME and Columbus NM.
The system requires that a random number of travelers who have already been examined by INS officers be selected to undergo a supplementary examination to further determine their admissibility. The inspection includes a detailed review of documents, databases and personal items. Diplomats and US citizens will be detained no longer than 3 to 5 minutes on average. Inspection for others will last about 30 minutes. Depending on traffic, about one to five inspections will be conducted each day at each port-of-entry.
