INS ANNOUNCES DIRECTIVE FOR WORK-SITE ENFORCEMENT OPERATIONS
The INS recently issued a directive for work-site enforcement operations, because it was concerned that the public views such operations with dismay. In the directive, the INS urges its officers to act professionally, within the scope of their authority, and in a manner worthy of public support. The INS has established five-part interim instructions for work-site enforcement operations that will be in force until the comprehensive Interior Enforcement Strategy is completed. The five parts include:
--Refresher training on INS authority to question and detain persons;
--Use of models for work-site enforcement investigations;
--An on-site INS spokesperson present during all work-site enforcement operations;
--Standardized written operation plan for work-site enforcement operations;
--Community outreach and support building efforts.
