JUSTICE DEPARTMENT SETS ASIDE HALF BILLION DOLLARS TO JAIL ILLEGAL IMMIGRANTS
The Justice Department, through its State Criminal Alien Assistance Program (SCAAP), awarded almost $500 million to 49 states and 200 localities to help pay the costs of incarcerating illegal immigrants who have committed serious crimes in the U.S. This program was authorized by the 1994 Crime Act to aid states and localities burdened by the costs of jailing criminal aliens.
All 50 states, the District of Columbia, Puerto Rico, Guam, the Virgin Islands and 3200 localities were eligible to apply for funding. To be eligible, the state, territory or locality had to have incarcerated an undocumented criminal alien in its correctional system. The SCAAP funding is based on information provided by the applicant on the number of criminal aliens as well as the cost of incarcerating them.
The top recipients of funding were California, New York and Texas. In addition, Florida, Arizona, New Jersey and Massachusetts received substantial funding. The two localities that received the most funding were, not surprisingly, New York City and Los Angeles County. Vermont was the only state to receive no funds.
