USIA ISSUES RULES ALLOWING FOR SUMMER WORK TRAVEL PROGRAMS
The USIA has issued new regulations governing the administration of Summer Work Travel programs. The programs have been under a cloud of controversy for most of this decade after the General Accounting Office issued a report in 1990 that suggested the USIA was without adequate statutory authority to administer and oversee Summer Work Travel program activities. Congress later passed legislation vesting the USIA Director with the authority to administer Summer Work Travel programs and granting the USIA authority to bypass the requirement that applicants have an offer of employment in place prior to their departure from their home country. The USIA’s new regulations supersede guidelines promulgated in 1996 as well as existing regulations. Program sponsors may bring in participants without a job offer, but the number is limited to 50% of program participants.
