INS DISTRICT DIRECTORS PURSUE COMPLAINTS OF RETALIATION
Three INS District Directors have joined at least four other high-level INS employees in filing complaints with the Equal Opportunity Employment Commission (EEOC). The three most recent complaints arise from the Directors' testimony against the restructuring of the INS before Congress. They oppose the plan to split the INS into enforcement The Directors, Robert L. Brown, Benedict J. Ferro and Thomas P. Fischer, claim that after testifying before Congress they were passed over for assignments and promotions. Fischer claims that George H. Bohlinger III, an executive associate INS commissioner for management, said that he would have taken action against the three for their congressional testimony were it not for the pending EEOC complaints. Bohlinger denies making the comments, and the INS is following its standard procedure of declining to talk about pending cases. The allegations are also being investigated by the Office of Special Counsel, an independent federal agency charged with investigating possible retaliation against employees of the federal government.
