Efforts to mitigate the harsher effects of the 1996 immigration legislation are widespread and growing. One of the latest is spearheaded by the International Immigrants Foundation, a nonprofit organization that is affiliated with the United Nations division of Economic and Social Development. They have written a petition urging Congress to legalize the status of people who were in the US before September 30, 1996, the date the 1996 law went into effect.
