Efforts to mitigate the harsher effects of the 1996 immigration legislation are widespread and growing.  One of the latest is spearheaded by the International Immigrants Foundation, a nonprofit organization that is affiliated with the United Nations division of Economic and Social Development.  They have written a petition urging Congress to legalize the status of people who were in the US before September 30, 1996, the date the 1996 law went into effect.  The International Immigrants Foundation webpage is http://www.10.org, and the petition is available for printing at http://www.10.org/Petition.html.
