INS REORGANIZATION WON’T HAPPEN THIS YEAR
Differences between the White House and Congress on the issue of INS reorganization mean there will be no further votes on it during this legislative session. In early November the House of Representatives Immigration Subcommittee approved H.R. 2528, the Immigration Reorganization and Improvement Act of 1999, but the bill was not voted on again. This bill, like many other proposals in Congress, would replace the Immigration and Naturalization Service with two separate bureaus, one dedicated to service and the other to enforcement. The White House opposes dividing the agency in two, and would prefer to keep the INS as a division of the Justice Department.
While INS reorganization will not occur during this legislative session, it becomes increasingly clear that significant structural changes will occur within the INS in the near future. The issue of reorganization will also likely play a role in the presidential campaign. We will keep our readers informed of any development on this front.
