DESPITE TEMPORARY AMNESTY, NICARAGUANS AND HONDURANS DO NOT YET HAVE WORK AUTHORIZATION
It has been almost one year since Hurricane Mitch devastated Central America, and over eight months since Nicaragua and Honduras were designated for Temporary Protected Status (TPS). TPS allows those who were in the U.S. before December 30, 1998 to stay in the U.S. and grants them work authorization during their stay.
However, at the end of July, while the INS had received over 92,000 applications, it had issued only 12,700 work permits. The irony of this is that one of the primary reasons for granting TPS to Nicaraguans and Hondurans was to enable those in the U.S. to send money home to help with rebuilding efforts. Hurricane Mitch caused over $ 10 billion in damage.
Even before the hurricane, Central American countries relied on money sent home by family members working in the U.S. In 1998, for example, Nicaraguans sent home $ 158 million, 7 percent of the Nicaraguan gross domestic product.
