FISCAL YEAR 1999 REMOVALS PROMISE TO OUTPACE 1998
In early August, the INS released its figures on removal for the third quarter of fiscal year 1999. For the period from April 1999 to June 1999, the INS removed 44,877 people. Of these, 15,885 were criminal aliens and 28,992 did not have criminal records.
Thus far in fiscal year 1999, 47,083 criminal aliens have been removed, a 14% increase over 1998. Non criminal removals for the fiscal year are 86,439, up 1% from 1998. The increase in criminal alien removals is attributed to the Institutional Removal Program, in which the INS tours state and federal prisons searching for noncitizens. Removals as a result of this program were 15,026 through the first three quarters of 1999, up 33% from the same period in 1998.
In addition to the numbers above, the INS also removed 54,092 people through the process known as expedited removal. In this process, the person waives their right to a hearing before an Immigration Judge and agrees to voluntarily depart the U.S.
