DV-99 GREEN CARDS RUN OUT SEVERAL WEEKS EARLY
The State Department issued stunning news on the eve of publication of this newsletter that all available visas in the DV-99 program had been issued and that no further visas would be granted. The State Department sent a memorandum to the Immigration and Naturalization Service advising them to continue processing cases anyway since certain cases with visa numbers reserved may be returned unused. This might happen, for example, if someone failed to meet the education requirements or job offer requirements.
While it is not clear why numbers ran out this year, it is probable that a reallocation of 5,000 visas to the Nicaraguan and Central American Relief Act contributed to the early reaching of the quota.
