The State Department has announced that it will end the “Advance Notification” program. This is a program that has allowed Russian and Chinese students and scholars to obtain special clearance prior to leaving their home countries allowing them to process non-immigrant visas in third countries. The clearance is based on the fact that there are no objections from the US Department of State, the consular post in the applicant’s home country, or any other government agency. Third country consular posts often require Advance Notification from these applicants prior to accepting a case for processing. On December 20, 1996, the National Association of Foreign Student Advisors sent a letter expressing concern that the program was being terminated. As far as this publication knows, the effort was unsuccessful.
