Carl Kulczyk, who for many years served as the head of the Iowa Conrad 30 J-1 program, has died. Kulczyk was a leader in shaping law and policy surrounding the program and was considered one of the leading Conrad 30 administrators in the country. He was also highly respected by the immigration bar and his views on physician immigration were often sought by legislators. He was warmly regarded by physicians and health care providers throughout Iowa as well as the thousands of Iowans who were able to get access to health care because of Carl’s promoting of the state’s J-1 program.
