International Medical Graduates are an important part of a comprehensive solution to the shortage that includes graduating more American medical students, shifting more work to nurse practitioners and physician assistants, creating incentives for doctors to go in to fields with the worse shortages, and, importantly, dramatically increasing residency slots.
