Congress has recessed until next year and left in its wake two highly important legislative legacies, both of which we cover extensively in this month’s issue. The first is the limited extension of Section 245i of the Immigration and Nationality Act. This law allows persons in the US who have been out of status to adjust to permanent residency in the US and pay a penalty fee of $1000. Without 245i, many people would have to process permanent residency applications outside the country and potentially become subject to the new three and ten year immigration bars. The second new law provides a number of immigration benefits to Central Americans.

Beyond these legislative changes, this month we report on a number of developments including the INS’ planned implementation of a major new fingerprint policy and a federal judge’s overturning of California’s Proposition 187.
