H.R. 5288, the Commuter Students From Border Nations Act of 2002 introduced by Rep. John LaFalce (D-NY), would allow Canadian and Mexican citizens to continue using B visas to attend part-time school in the US.
H.R. 5294, the Terrorist Victim Citizenship Relief Act, introduced by Rep. Carolyn Maloney (D-NY), would grant posthumous US citizenship to lawfully present noncitizens that died during the September 11th terrorist attacks. It would also allow spouses and children of these victims to apply for naturalization, regardless of their own immigration status. Meanwhile, a British woman who was widowed in the attacks was recently granted permanent residency. Deena Gilbey became known after going to the media after the INS threatened to deport her, a charge the INS has denied.
Congress has left for its August recess, so there won’t be any legislative news for the next month. When they return, however, there are a number of immigration related bills they are expected to take up, including the Family Reunification Act of 2002 that would restore some fairness to immigration law, and the bill to increase the State 20 program for physician J waivers from 20 to 30.
