S. 2938, the Visa Issuance Act of 2002, introduced by Sen. Olympia Snowe (R-ME), would require the State Department to maintain information on visa denials in an electronic database. It would also call for a study on the use of noncitizens in visa processing. Currently, nationals of the country in which the consulate is located do initial review of most visa applications.
