This week the House approved H.R. 4967, the Border Commuter Student Act of 2002. The bill was introduced after the INS ended its policy of allowing students from Canada and Mexico to attend US schools part time on a tourist visa, because part-time students cannot obtain a student visa. The bill creates a new student visa category for commuter students.
S. 3079, Iraqi Scientists Liberation Act of 2002, introduced by Sen. Joseph Biden, would authorize the Attorney General to issue immigrant visas to Iraqi scientists, engineers and technicians involved in weapons of mass destruction programs since 1998 who are willing to provide information about the programs to the United Nations, the International Atomic Energy Agency or to the US government. There would be a limit of 500 such visas, which would be available for 36 months.
H.R. 5618, introduced by Rep. Melissa Hart (R-PA), would amend the Immigration and Nationality Act to require the INS to process applications for O and P visas within 30 days. If the petition is not adjudicated within 30 days, the INS is to treat the case as a premium processing application without requiring the premium processing fee.
