On January 29th, 1996, the Department of State announced the rules for the DV-97 green card lottery which will take place between February 12th and March 12th, 1996. The rules are largely similar to the rules for last year with two notable additions. Applicants must now sign their applications and they must include a recent photograph of themselves. Natives of the following countries are not allowed to participate: China (mainland and Taiwan), Philippines, Vietnam, South Korea, India, United Kingdom (excluding Hong Kong and Northern Ireland natives), Canada, Mexico, Colombia, El Salvador, the Dominican Republic and Jamaica.
