Labor Condition Application Processing: 7 days

Labor Certification/Reduction in Recruitment Cases: 3-4 months at
region if no "restrictive requirements"; if restrictive requirements
are found, six months
Labor Certification/Non-Reduction in Recruitment Cases: 3 months at region

Special Notes: Massachusetts processes RIR cases in two weeks; normal 
labor certification cases take five months to recruitment and one month 
following recruitment

- Region II - New York -

Labor Condition Application Processing: 7 days

Labor Certification/Reduction in Recruitment Cases: Current

Labor Certification/Non-Reduction in Recruitment Cases: 11 months at region

Special Notes: New York state SESA - one month turnaround on RIR cases; 
normal cases average a year for processing before going to the region. 
New Jersey SESA - RIR cases handled in two weeks to two months; non-RIR 
cases take an astounding 18 to 23 months BEFORE regional office processing.

- Region III - Philadelphia -

Labor Condition Application Processing: 3-7 days

Labor Certification/Reduction in Recruitment Cases: 2-4 months

Labor Certification/Non-Reduction in Recruitment Cases: 7 months at region

Special Notes: Virginia SESA - RIR cases in 6-8 weeks

Labor Condition Application Processing: 3 weeks

- Region V - Chicago -
