Last June, the Immigration and Naturalization Service announced a final rule certifying “Designated Fingerprint Services” firms for the taking of fingerprints of immigrant visa applicants. The deadline to submit applications to become certified as a DFS was November 1, 1996. According to the INS, an insufficient number of certification requests was received by INS and the INS has chosen to extend the implementation date to March 1, 1997.
