In May 1995, the INS Texas Regional Service Center began accepting employment-based non-immigrant and immigrant applications. But applicants also could continue sending applications to either the Vermont or Nebraska Service Centers, depending on the state where the petitioner is located. Effective November 29, 1996, the Texas Service Center will have the sole authority to handle all I-129, I-140, I-526 and I-829 Forms for petitions where the petitioner is located in a state within the jurisdiction of the Texas Service Center.
